GM stated that he cannot an iii he talked to the

or both about Billy's request but at any
rate was to them that in no way was the department BIc
to be involved and that the Libyan Delegation matter was
a “hands off thing". They informed him that if he wished
to be a part of the visit he was not to involve the department
or mention the department's name and that all would be done
on his own. He stated that he was further informed that
if the department did have anything to do with the delegation
it would have to come from the governor's office.
At this point, GE nec checked his appointments
book and advised that there was no indication of the date
of the conversation regarding Billy's request for help from B7e
he or the department but that the calendar does show that
on Monday, January 8, 1979, there is the notation, "foreign
delegation", and a line through the 9th and 10th dates,
then on Thursday, January 11, 1979, the notation, “Plains -
Americus", then a squibble to the 12th of January with the
word, “return".
GHEE states that he had been one of those that
waited for e delegation's arrival at Hartsfield International
Airport and that from the airport the group then traveled Bre
to the Hilton Hotel in downtown Atlanta. He stated that
Billy and his wife as well as Randy Coleman and Mark Puller,
who subsequently became Billy's son-in-law, was also with
the group. There was a welcoming group at the Hilton and various
individuals from organizations in the business community
spoke although he himself did not speak to the group. He
did meet and speak with many people but to none of them
in an official capacity in any way. He stated that subsequently
there was a banquet or “fancy get together” at the Hilton
Ballroom that evening.

arrival in toWn, the 8th, 9th and 10th of January, 1979,
he would go to the Hilton during his free time such as at BTC
lunch time and after work merely to be "around" and that
in his opinion Billy wanted someone whom he felt was in
me
