third world. People like Serator FULLBRIGHT, people like Senator
MC CARTHY.

I would argue on the other hand, that American policy
in Vietnam, American policy in Latin America, American policy
in the third world in general is not state, not aberration but
are one that in theery and practice of American foreigh policy
since the Second World War. In addition, American policy since
the Second World War, I weuld further argue, does not represent
a considerable Freak from American tradition in the American
cold war forejah policies since the Second World War, is too
deeply rooted in the development of American imperialism which
a began at least as early as the 1890's,

The usual explanation for American policy after the
Second World War runs something like this. This is the explanation
thatis usuatly given by the so-called realist schocl of American
foreig . policy experts. They'll say that before the Second World
War the United States lived in a kind of naive isolation. It was
preserved and protected from the rest of the world by vast oceans
on either side of it. It was uninvolved in European affairs and
world affairs, that essenti-lly the United States was an innocent,
that it believed itself somehow shielded and protected from the
rest of the world. They go on to argue that the Second World
War with the rise of Soviet power, American foreign policy somehcw
became more realistic. We realized that we were no longer isloated
from the rest of tle world. We realized that we had to play quote
unquote a responsible role to the rest of the world, a responsible
role in preserviny the Free world, and preserving world peace and
protecting order and stinility throughout the world,
Again I would argue that American foreign policy before
the cold war was not isolationist, but that many of the crises of
American policy since the Second Wor].d War were developed long
