BLACK PANTHER PARTY (BPP)

Drive-In, and his son observed two members of the group at
Charlotte desiring affiliation with the BPP prowling around
the restaurant delivery truck. The two were ordered to leave
and an argument developed. Approximately one hour later the
two individuals, along with an additional group of Negroes,
returned to the drive-in. At this time all were dressed in
black with black berets. There were a total of thirteen ;
Panthers around with various weapons whe started shooting
at the building containing-the Chick-"<Ribs prive-In, with
OTIS RLACKMON and his son OTIS JAMES: BLACKMON returning the
fire.

During the shoot out OTIS JAMES BLACKMON was shot in
the upper arm.

Concerning the BPP members, JAMES MICHAEL’BLACK
received a minor gunshot wound in the hand and was arrested
by the charlotte Police Department and charged with assault
with a deadly weapon with intent to kill. VERONICA ATAGANS,
Negro female, received a stab wound in the stomach with a
butcher knife from OTIS BLACKMON when she attempted to enter
the restaurant. CHARLES HENRY- SAMPSON, OR. received a minor
gunshot wound, however, required no medical treatment. JAMES
MICHAEL BLACK and JAMES EDWARD PRATHER were charged with
assault by discharging a fire&rm into an occupied dwelling.
Seized from the Panther group wré a .22 caliber rifle and a
7 millimeter bolt action rifle. VERONICA HAGANS refused to
make any statement as to how she was stabbed or to bring
charges against anyone, however, claimed that upon her being
released from the hospital she would kill OTIS BLACKMON herseif.
As of January 5, 1970, this threat has not been carried out.
