Since we are inferior to the enemy7in fire power : and have neither his resources nor his power force, we cannot defend qurselves age’nst an offensive or a concentrated attack by the gorillas. And that is the reason why our urban technique can never be permanent, can never defend a fixed hase nor remain in any one spot waiting tr rene! the carcle of reaction: we , b) it is a technique of attack and retreat by which we preserve our . forces: c) it is a technique that ‘aims at the developineat of urban guer- 4 , nila warfare, whose function will he to wear out, demoralize. and i distract the enemy forces. permitting the emergence and survival! of crural guerrilla warfare which is destined to plav the decisive role in the revolutionary war. The initial Advantages of the Urban Guerrilla ; . ‘The dynamics of urban guerrilla warfare he in the urban guerrilla’s ; ” violent clash with the military and police forces of the dictatorship. ‘ In this clash, the police have the supcnornty. The urban querrilla has inferior forces. The paralox is that the urban guerrilla, although weaker, is nevertheless the attacker. - The military and police forces. for their part. respond to the attack. by mobilizing and concentrating infinitely supenor forces in the persecution and destruction of the urban guerrilla.
