Taspectapie Tndiviaual and we feel that he would rather quickly furnish
truthful information to us rather than take a rap for SIEGEL. I
also stated that we planned to go into the records of the Del Webb
Construction Company and that one of our purposes was to trace back
the money that had gone into the construction of the Flamingo Hotel pre
in order to determine how mich money SIRGEL had put into the Hotel
and also if any money of ami the Syndicate had been put into
the Hotel. Mr. ROSEN then inguire I was not the authority
granted in the telegram from the Bureau authorising this investigation
and J told him J did not believe so if the telegram was based on the
letters that I had submitted to the Bureau requesting the authority
to conduct this investigation; that those letters had indicated what 1
intended to do if this investigation were authorized. Mr. ROSEN then
stated that he felt I could probably juetify the investigation on
the theory of Fraud Against the Government and he stated that the Bureau
would handle the matter of forcing C,.P.A. to make their files available
to use He requested that I submit a memo to the Bureau outlining
my conferences with C.P.A, Officials in San Francises in order tha
could be made a matter of record at the Bureau in the event of any future
difficulty.

photographs of ces iilialg Mr. ROSEN inquired if that were the
old picture of SIEGEL bearing a police mumber and I told him that we had
in the Los Angeles file a more recent photograph, the source of which I
did not know, but which was apparently a good likeness, and he said that
we should send copies of this photograph to the Bureau.
