at MM 62-2674 Reference ie made to the teletype from the Salt Lake City Field Division dated January 17, 1947, and to Burem teletype dated Z Ag set out to the effect that Agent in Charge of the Local Office of t le Immigration and Naturalization Service, Professional Suilding, Miami, Florida, was contacted, and he advised that there is practically no way to check individuals to and from Havana if they are citizens. Fo pass- ports are necessary ani if a person is actually a oftisen and returns | to this country using an as e, there is no offense committed for which he oould be ne lili. his office would cocperate bx to the fullest extent and that otographs were furnished to hir, they would be placed with the officials at the airport and steamship depots so that a lookout could be kept for SIEGEL ami he could be th questioned upon arrival in this country.
