Atomic Ener Comission, was interviewed on June 9, 1951, by Special
Agent and advised that hie first contact with DONALD
NACLEAN waé in april, 1947, when he, SP, Was attached to the Office
of Speciel Projects of the Atomic Energy Commission. an expisined
that the Office of Special Projects operated as a liaison branch of the
Atomic Energy Commission which had contact with foreign governments.
MACLEAR was Secretary of the United Kingdom Representation to the Com-
bined Policy Committee, The Combined Policy Committee, according to
, £8 composed of representatives of the United Kingdom, Canade
and the United States and is concerned with Atomic Energy matters. He
stated that in April, 1947, the Atomic, Energy Commission was not repre-
sented on the Combined Policy Committes.but that it was concerned with
several matters that the Combined Policy Committee acted upon, These
matters were mainly joint problems dealing with legal matters and joint
_declassification guides. WQ@BR stated that the formation of the joint
declassification guides was to make certain that one government did not
publish information that another member of the Combined Policy Committee
felt should be kept secret. eit: :t.: ed that MACLEAN as the United
Kingdom's secretary of the Combined Policy Committee usually made contact
through the gmerican Secretary of the Combined Policy Committee who was
a special assistant to the Sec ry of State, This individual awas

in connection with his contact with VACLEAS that from time to time
there would be meetings of special committees of the Combined Policy
Comittee and WACLEAR attended most of these meetings during 1947 and
until he was transferred from the United States in 1948. MMM stated
that his association with MACLEAK at these meetings was the sole basis
of his contact with MACLEAN concernine Atomic Energy Commission matters.
He stated that he had had some social contact with “MACLEAK in that he
had attended a few cocktail parties and that prior to MACLEAN's leaving
for England, the Atomic Energy Commission officiale arranged a luncheon
in MACLEAN's honor which he MQM, attended. rd

very little with the exception that he did remember MACLEAN had mentioned
