388 AMENDING MIGRATORY LABOR LAWS

under Public Law 414 under a signed agreement with the growers’
associations and the Mexican Government, approved by the U.S.
Department of Labor. And once again the dome&tic farmirorker was
excluded from a written contract covering his wages, hours, and
working conditions,
