That this problem is well understood by the F.B.I. was made clear a few months ago by the F.B.I. Acting Director who said his policy in these civil rights cases would always be to send in outside Agents. Perhaps this was done and is being done in Fresno-Tulare-Kern Counties, but that is not the appearance of what is being done, and sometimes appearance is as important as action. My last comment is to again stress the importance of these cases you are investigating. I am personally convinced that widespread violations of Federal criminal law took place and will take place again if the Justice Department does not face up to its responsibilities, unpleasant as they may appear. As I told Mr. Murphy on the telephone from Delano, lives could have been saved in the early sixties if Bull Connor had been arrested for his clear violations of Federal law. The same kind of illegal runaway police activity is taking place in California today, and I sincerely believe the Justice Depart- ment has an important and responsible role to fill. The purpose of this letter is not, however, to give my personal views on the farm situation in California but is to Shank you for your courteous communication and to express my appreciation for your keeping the Subcommittee informed.
