“There are many viewpointa from which the issues of this war can be
argued. Some are primarily idealistic. ‘Some are primarily practical. One
should, I believe, strive for a balance of both. But, since the aubjects that
can be covered in a aingle addross are limited, tonight I ehall diecuss the war
from a viewpoint which is primarily practical. It ia not that I believe ideals
are unimportant, even among tho realitios of wars but if a nation is to survive
in « hostile world, its ideale must bo backed by tho hard logic of military prec-
ticability. If tho outcomo of war deponded upon ideale alono, this would bo a
different world than it ia today.
