BACKGROUND: This concerns Theft of Government
Property (TGP) case wherein officials of Federal
Home Loan Bank Board (FHLBB) on 10/17/73,
advised our Washington Field Office that certain
documents pertaining to the file cf one Thomas _ .
Wakefield were discovered missing. FHLBB con-"'”
cerned about Wakefield's application for charter
(bank) inasmuch. as it shows connection with
Charles G. (Bebe) Rebozo, described by the press
as a close friend of President Nixon. According
to PHLRB, Rebozo's interest in the Wakefield.
application was that Rebozo is the owner of the
property in which the bank is to be housed. On
10/17/73, the "Washington Post" contained an
article concerning Rebozo and his relationship
with FHLBB.
FHLBB officials have furnished identity of
documents and investigation has been directed to
determine person or persons responsible for .
theft of documents.
Attached relates Assistant Attorney General
(AAG), Criminal Division, 10/29/73, advised that
published reports concerning thefts from FHLBB
involving Rebozo indicated the need for a prompt
and intensive investigation. AAG pointed out
that there was an apparent viclation of Title 18,
U.S. Code, Section 641 (TGP). AAG Petersen also
set forth instructions as to whom reports in this
matter should be directed.
