Special Agents of the FBI observed being passed
out at several street corners in downtown Philadelphia and
around City Hall, Philadelphia, from 11:20 a.m. to 12:30 p.m.
on October 16, 1967, & leaflet captioned, “Civil Disobedience
not Civil Defense, " advertising the demonstration at 4 p.m.
at Independence Hall Park. The reverse side of the leaflet
had a photograph of attractive girls with the words, "Girls
say Yes! to guy who 88g No!" Also being passed out was the Le LES
