apparently comprised of sincere students of international affairs and
foreign relations. She was told that the Council on Foreign Relations
publishes a publication entitle oreign Affairs," which deals with the
general subject of internati relations in a scholarly, objective —
fashion; further, that | Root is chairman of the council, which
includes many other pr ent members » among them being John W. Davis;
that available information indicates the council does not take a
partisan position, as an organization, one way or ancther with regard
to the question of American participation in the present conflict,
being neither isolationist nor interventionist, although the various
members and officials probably have their own opinions » which may be
