In thease memoranda I referred to the necessity for detailed planning on the subject of the de- tention of Cormunists in the event of an emergency involving the Soviet Union and the United States. As you know, the international situation is even more tense since the last referenced memorandum on this subject, particularly in view of the breakdown of the Foreign Ministers! Conference.
