DIRECTOR, FBI 12/7/76 SAC, PORTLAND (80-501 Sub 1) MEDIA RELATIONS Enclosed for the Bureau are two copies of an article appearing in the "Sunday Oregonian" newspaper, Portland, Oregon, on 11/14/76. The article is captioned, “Alive or Dead, Skyjack Pioneer Came Out Loser." On 11/24/71, Northwest Airlines Flight #305 was hijacked between Portland, Oregon, and Seattle, Washington, by an individual who has commonly come to be referred to as D. B. COOPER. This matter was investigated under the code name NORJAK and Bureau file 164-2111, Portland file 164-41. Each year since the hijacking, Portland has received numerous press inquiries during the early portion of November with regard to the progress of the investigation and since .1976 was the fifth anniversary, it was expected that an exceedingly large number of press inquiries would be forthcoming. Both the public and many members of the media were under the impression that the statute of limitations would run in this matter on 11/24/76. In. anticipation of these inquiries, contact was made with the Internal Revenue Portland, Oregon, on 11/8/76, at which time b6é advised that the IRS had calculated the tax liability which b7c would be payable on the $200,000 ransom paid at the time of the hijacking. This would amount to $217,523 on 11/24/76. Cette that it would be permissible to furnish this information during any media inquiries.
