He wanted to know if we had done it in Washington and Oregon and I advised him we had not, but we had readily available, facilities over the teletype system that we could do it. He advised he was recommending to Mr. HOOVER we do it in Washington and Oregon first and see what Yesults were obtained before we spread it further.
