All indications pointed to the fact that the unknown subject parachuted near LaCenter, Washington; however, an extensive ground search of the area and investigation have failed to identify or locate the hijacker. You must now approach the investigative aspect of this important unsolved major case with a fresh approach. The files should be thoroughly and objectively reviewed, serial by serial, by alert personnel who have proven to be tireless, imaginative, and "street wise" investigators.
