I. says it is investigating whether a man arrested here for an Oregon bank holdup may actually be D. B. Cooper, the first successful parachuting skyjacker. Arvid Julius Kiperts, 48, of Porte land, was arrested Monday in Sar Diegd!s Ocean Beach area and or- dered? jailed in fieu of $150,000 bond. Coyper was the name uséd by a man “who parachuted over Southwest Kasnington from a commercial jet which he had hijacked on Thanks- giving eve, 1971. To his chest was strapped $209,006 in ransom. Cooper was never arrested and none of the money, whose serial numbers had been recorded, has turned up. The F.’B. f. said Kiperts, charged with an October 29 robbery at King City, Ore., Savings & Loan Cp., is suspected of 15 other Oregon bank yobberies since 1970. Julius Mats the F. B.
