secrecy of mail. “Hubin stated that one day a Washington, D. C.,
Government employee opened an envelope addressed to himself and found
within it a letter addressed to one of the FBI "stoolies" fram a Washington
Post Office employee. Rubin indicated that the Fost Office employee, through a
slip-up, had written on the envelope the name of the Government worker being
spied upon instead of the name of the FBI Agent. You requested that the
Washington Field Office make appropriate inquiry concerning this matter.
A letter dated Janua 19 has now been received from the
