LOYALTY OF GOVERNENT EMPLOYEES Pittsburgh, Pennsylvania October 15, 1952 - II BASIS FOR INVESTIGATION College, Indiana, Pennsylvania, in March, 1947, made available to the Pittsburgh Cffice of the Federal Rureau of Investigation, a typewritten notice on plain white, notebook paper, size 8-1/2" x ll", unruled, which he found posted on a bulletin board at. the college, This notice is signed in ink by EDWARD ABPEY, and reads as follows: a LETTER TC ALL STUDENTS AND FACULTY MEMBERS HOLDING DRAFT CARDS: Tomorrow, the anniversary of Abraham Lincoln's birthday, several thousand American men are zoing to attempt to emancipate themselves from peacetime con- scription by publicly ridding themselves of their draft credentials, either by mailing them to the President or burning them in public bonfires. This sounds like a foolish, crackpot scheme but its not. It is much worse than that--it is a form of civil disobedience, That's something rather old-fashioned but in times like these, when America's government is diverting the major portion of its expenditures to armaments and our military leaders are trying the nation, to fasten permunent peacetime conscription on then, as Thoreau said, —t is not too soon for an honest man to rebel," These men are certainly honest and sincere, and they are rebelling, not only asainst what they consider a violation of personal liberty, but against the slow and deadly drift towards World Var III which an international armament race and universal conscription make almost inevitable,
