On June 25, 1910, as accompanied me on a
detailed tour of the faciliti¢s at the Charleston Navy Yard. He was
very cooperative at all times and expressed his intention of cooperat-
ing with the Bureau fuily at all times. However, it is believed that
he is not inwardly friendly to the Bureau and thet hie actions will
bear watching at all timss. The Bureeu will be fully advised ismodiately
upon receipt of any information indicating that he is not cooperating
with this office,
