cificey caliber, issued orders to the Commanding General of the 7th Army
uc. commission him a Seccnd Lieutenant in the infantry directly from the
ranks; although it was not stated in DOBSS' record or his Military Intel-
t' cence file that this was done to cause a cessation of the hostile publicity
i. ainst the War Department's policies, this is probably the reason that
L{ PBS was commissioned directly from the ranks.
Mrs. ROOSEVELT was informed of the reason DOBBS had been removed
frem aviation training, and it is not known whether any further action was
taken by her in this case.
Prior to his being commissioned, DOBBS had, on January 10, 1943,
requested that a Court of Inquiry be appointed to examine into the imputation
against him which led to his elimination, without explanation, from any
Air Corps Aviation Cadet training or any Air Corps activities. He stated
in this request that he was not now or never had been a member of, or in
any way affiliated with any group or organization which opposed our constitu-
tional form of government. He further stated that from the Line of his
graduation from St. Laurence Theological Seminary in June, of 1939 until |
jncucted in the Army in Feoruary of 1941, he was employed vy organizations
wiich were established to support and extend consvitutional liberties in
tie thirteen Southern states. These organizations were the Council cf Young
—. ubherners ang the Southern Sonference for Human Vel fare, He further stated
that Mr. JESSu‘JONsS, of Houston, fexas, Mr. BERNAL BAXUCH, of South varolina,
und Mre. sLEANOK ROCSEVELT had contributed sums ranging from ~5UU to 15,000
to these organizations. He further claimed that most of these contrivutions
had been given directly to him by these people.
