I have aleo previously supplied General Watson with s
photostatic copy of an article bearing the caption "Pegler Uses
Ritler-admirer's ‘Amunition fo: Attack Arms Workera." This
article was written by ‘al ele and appeared in The —
Yorker, Sunday edition of Daily Yorker for Decender 20, 1912.
This article related that "it wap not difficult to trace this
treacherous pro-Hasi letter from Fegler's colum to Baldwin's
tank shop.* Going on the article identified one
"who had lonz been suspectad of pro-Kazism by the othoy 'workers®
as the author of the letter.
It appearing that Andrew Hercha was the author of the
letter incorporated in Peglerta column, I have caouseat an inquiry
to be mede concerning this individual. All persona contacted in
the course of this inquiry have unif expressed the opinion
that Hercia, whose full name is éndrew cha Jr., is engaged
in no activities which are un-American ret that he entertains no
sentinents inimical to the internal security of or ceuntry. ‘s
of interest in thie regard, I have been edvised that upon resign-
ing his explcyment with the Saldwin Locomotive Works, Hercha
atated re was dissatisfied with the productian of army tanks at
the Baldwin Locomotive Yorks and that be felt more tanks could be
produced and blared the retarding of procresa in tank production
on unton cctivity. Specifically in this regard Hercha is indi-
cated to have stated that rules of tis union prevent trarsferral
froa one portion of the plant to another of workers who are in un
oacupled positions anc who could be placed on production lines in
other parts of the plant. It might be noted that Hercha has ad-
mitted having written « letter to festbrook Pegler wtich subse-
quently appeared in the Philsdelphia Inquirer complaining to
Pegler of the slowilcown in production at the Baldwin Locomotive
a Forks.
