_ OF CLEVELAND SAFETY COUNCIL
The following ig an outline of the information presently
available in the Bureau reletive to the organization of the above
heamed committee under the leadership of stifles, Sefety Director,
Cleveland, Ohio. ¥
The foymation of this organization first came to the
attention of the!Cleveland Office on October 28, 1939, when
Lieutenant 4. R.|Heskin, United States Hydrographic Office,
Cleveland, who is a local representative of 0. N. I., called at
the Bureau office and advised that the Industrial Safety Committes
was being set up. At that time Lieutenant haskin stated that
approximately 327 industrial plants in clevelend had promised «
cooperation to the “safety Committes, the purpose of which was
reported to be the establishment of a unified investigative force a
to conduct investigations relative to suspicious employees and
other individuals believed to be engaged in sabotage or espionage
activities. a
According to information furnished by Lieutenant Haskin
and by Eliot Ness, the plana for the formation of the Safety Conmittee
originated a few days prior to October 27, 1939, at which time
Haskin and Ness had discussed the organization of such a committee.
No information is availeble as to which of these individusls initisted the i:.
Both Haskin and Ness, However, have stated their approval of the plan,
and Ness has pointed out his responsibility in protecting industrial
plants in the city of Clevelund as a part of his official duties as
Safety Director of that city.
Arising from the discussions between Haskin and Ness a
mecting was calied by Ness for ¥ctober 27, 1939, in the Empire Room
of the Hotel Clevelend, for the purpose of formulating plans for
the organization of the Industrial Committee. There were invited
