to attend this meeting the ranking officials of a-number of Large
industrial firms having contracts with the Wavy Department. At
thie point it is pointed out that Lieutencat haskin furnished. to
Mr. Ness the names of the industrial conterns in the city of
Chevelend having contracts with the Navy Departsent, which inferne-
tion le supposedly highly confidential
At this meeting an Operating Commifies was selected
consisting of a Mr. Hopkins, a Mr. Grieve of the Pneumatic Tool
Company, My. White of the Republic oteel Company, Mr. Crawford
of the Thompson Products Company, and a few others. This committer
ig supposed to function in coordinating the activities of the Sefety
Comittee.
According to Lieutenant Haskin the present plan provides
that each cancern which joine the Induatris] Safety Committee shail
pay to the committee twenty-live cents per employee for each three
months that protection is afforded to that concern. In other words,
each concern will pay one dollar per ydar for eseh person employed
by it. The dues are to ba paid to thes ecretary and treasurer of
the Clevelend Safety Couneil, Me. Carliomith. Ali monies are to
be expended only with tae approval of Mr. Eliot Ness who is acting
ae adviser to the Induétrial Safety Conuittee.
Mr. Thomas souls Clothey who bas previously been employed
in the office of Mr. Ness as a special investigator has resigned
that position and has been sppointed the chief? investigator for the
industrial Safety Committee. .
On November 11, 1939, Mr. Nega and My. Clothey called e+
the Clevelend bureau Office and discussed their plans “ith Speciel
Agent in Charge Guinane. They made no mention of the financial
arrengements set out above. They advised that each plant
is to furnish a list of its employees to Mr. Clothey who with the
aivice of Mr. Ness will select two or more enployess at each plant
to act as undercover agents and will report directly to Mr. Clothey.
When reports are received by Nr. Clothey indicating possible espionage
or sabotage it is intended that the information will be referred to
