The PAR 121 Program sets forth operating rules for ~ <2:
commercial aircraft carriers. In order for as airplaze to “4
come under this program the company must place the aircraft -
on the operating specifications of their certificate aad -.
PRESLEY's Jetstar did not come under this program isasmuch as
PRO never made any attempt to put the Jetstar on an East's
operating certificate. In addition, the Port 121 ction
and Operational Flight Proving Tests refers to the {aspection
and proving flights an airline must conduct on an aircraft
placed under the operating specifications of their certificate.
A representative of the FAA has to be present aboard the aircraft
during these flights. WEVILL states that Air Cargo Express or
Span East did sot conduct any proving flights on the Lockbeed
Jetstar. There is mo record of any work having been performed
on the Jetstar to up-grade it and if it had been done 4t would
not be credited since the plane was pot on Span East's certificate
and no documents, papers ,dnspections or anything else had been
filed with PAA concerning this plane. e mor
