Carthy (D. --Minnesota) in a resolution he presented ata meeting of 9
the Senate Foreign Relations Committee. The Select Committee ashe = gm
proposed it would consist of nine Senators--three each from the Appro- = x. 4-
priations, Armed Services and Foreign Relations Committees of the == ——~
Senate. The major effect of the proposal would be the addition of three
Senators from the Foreign Relations Committee since thespresent Sub-
committee on Central Intelligence Agency already has membersfrom he
the Armed Services and the Appropriations Committess OD he ee
The resolution proposed that the Select Committee on
Intelligence Operations would "keep itself fully and currently informed
of the activities of the Central Intelligence Agency, the Bureau af -
Intelligence and Research of the Department of State, and other agencies
of Government (including but not limited to the Federal Bureau of .
Investigation) insofar as the activities of such agencies relate to foreign
intelligence or counter-intelligence, "
A move was made at the meeting on May 12, 1966, when
the resolution was first presented to table it. This was defeated. by a
vote of 11 to six. Senator Frank J. Lauscte (D. --Ohio) prevented further
votes at that time by leaving the meeting and thus leaving no quorum. -
