Box #239, Boston, Mass. | e Director, Bureau of Investigation, Department of Justice, ae) Washington, D.C. spr Dear Sir; yc (¢ oh Receipt is acknowledged of your letter of the ey 7) ~ instant, requesting my views, with respect to the matter of @ possible change in the designation of the field investiga- & & tive staff. This matter, as you know, has been discussed — Cc Ven more or less informally, at various Menual Conferences, wich ALTER L I have been privileged to attend, gh EIN ry Cw Ag el. eran’ ate, Ny . ene I have given the matter considerable thought, we s time to time, end have reached the conclusion that a common: j\s designation for both Special Agents and Special Accountants’ would be most desireatie. The recent efforts of the Bureau to: > overcome the dist inction between Agents and Accountants, wild; not entirely eliminate the distinction until a canmon termite adopted. ; “OTL gia 30 gy ad coe “ auntie, Tene a _ TAN pet, = ~s “Crary ~~ , CrTa ~N 7ap 4 s ty > \ NG ; A further reason for discontinuing the use of the , title "Special Agent" may be found in the recent transfer of the Bureau of Prohibition fram the Treasury Department to the Department of Justice. It is my understanding that Prohibi~ “<. tion Agents are now know as “Special isgents*. Further, other governmental departments and bureaus A ‘use this same title; for example, the U.S. Customs Service, the / a A Treasury Department, the State Department, the Intelligence 93 ji Unit of the Intemal Revenue Bureau, etc. Stes “4 I would respectfully suggest that consideration be wo gt¥en to the title "Representative of the Bureau of Investige- OCT 19 tion". The term "Representative" seems to be sufficiently comprehensive and descriptive to cover all investigative ac- tivities of employees of this Bureau, whether the investigation relates to a violation of the lews of the United States, or merely to collecting evidence in cases in which the tMmited States is, or may be, e party in interest.
