address concerning mtters of interest in connection with the functions as

It was apparent that Lr. Wells did not heve a conclusive understanding
of the various Bureaus in the Department of Justice, and, furthermore,
did not possess a composite understanding of the qualifications and
duties of Special Agents of tiis Bureau. This information was outlined
in detaile.
