Hong Kong has had no occasion to use the albums in question, but this could be due to the territory which is covered by this office. Hong Kong and Saigon are not areas in which those who are contained in the albums would operate nor could either be considered a haven for fugitives. The administrative procedures required to keep the albums current are considerable and do require a great deal of clerical time to maintain them.
