issues. .
(2) When unforeseen sensitive circumstances arise, the
SAC shall submit a written application to FBIHQ for
authorization of an undercover operation previously
approved at the field office level, or amend the
existing application to FBIHQ pursuant to paragraph
IvV.F.
Annual Report of the Undercover Review Committee
(1) The Undercover Review Committee shall retain a
file of all applications for approval of undercover
operations submitted to it, together with a written
record of the Committee's action on the application and
any ultimate disposition by the approving official.
The FBI shall also prepare a short summary of each
undercover operation recommended for approval by the
Committee. These records and summaries shall be.
available for inspection by a designee of the Associate
or Deputy Attorney General as appropriate and of the
Assistant Attorney General in charge of the Criminal
Division.
(2) On an annual basis, the Committee shall submit to
the Director, the Attorney General, the Associate or
Deputy Attorney General, and the Assistant Attorney
General in charge of the Criminal Division a written
report summarizing:
(a) the types of undercover operations approved
and disapproved together with the reasons for
disapproval;
(b) the major issues addressed by the Committee in
reviewing applications and how they were resolved;
and
(c) any significant modifications to the
operations recommended by the Committee.
Deposit of Proceeds; Liquidation of Proprietaries
As soon as the proceeds from any undercover operation
are no longer necessary for the conduct of the
activity, the remaining proceeds shall be deposited in.
the Treasury of the United States as miscellaneous
receipts.
Whenever a proprietary with a net value over the amount
specified by the Department of Justice Appropriation
Authorization Act or other applicable laws is to be
liquidated, sold, or otherwise disposed of, the FBI
