Mr. Carroll about an employee of War Assets Administration,

mr, Carroll was contacted by telephone by Miss Franois Perki
former Secretary of Labor and now a member of the Civil Service Commission. Mis
Perkins stated that she felt that should be maintained in her CAF-l1 job
because she had been appointed to ob with Civil Service and the mere fact that:
she was not performing the duties of a CAF-ll job did not affect her status as a CAF-
employee. Miss Perkins urged Mr. Carroll to maintai in her job and
Carroll pointed out that she was not doing work commensurate with her salary.
Miss Perkins stated that this made no difference and that as a matter of fact, when
she was Secretary of Labor she frequently made appointments to high-salaried jobs
because of their background and experience although she utilized them in doing a typ:
of work much inferior to their ability and background. Mr. Carroll indicated that
Miss Perkins, if she desired to have the Civil Service Commission issue instruction:
concerning maintaining in a CAF-ll job doing CAF-3-work, should
formally so advise the War Assets Administration, but Miss Perkins avoided
