Upon receipt of a loyaity form from the Civil Service

this time the Attorney General was requested to advise if'a
full field investigation should be-conducted concerning Frances
Perkins, or if he did not desire such an investigations to advise
if a summary of this information should be furnished to the
Civil Service Commtssion on the back of the loyalty form,

information received subse quent to February, 1949,
reflects that_@ pamphlet issued by the Institute for American
Democracy, 360 Lerington Avenue, New York City, entitled
"Community Projects" indicated that the Institute had
retained Madam Frances Perkins to write a weekly release to the
labor the United States and that nearly 1,000 labor ~
papers received this material at that time. An informant of
known reliability advised that although the Institute for
American Democracy had numerous non-Communists on its governing
body, it also had some outstanding "left-wingers ond pro-__
