decision was based upon newspaper articles reporting
a Federal investigation of the Black Panther Party,
CUNNINGHAM fdurther stated that this decision was actually
reached on Monday night, December 15, 1969, but that
he had been “too busy" to contact Special Agent in
Charge JOHNSON.
CUNNINGHAM further informed Special Agent
in Charge JOHNSON that undoubtedly the Federal Govern
ment could obtain access to the premises at 2337 West
Monroe Street, through legal action, and that “of
course they could not prevent that." CUNNINGHAM
stated that "it is politically impossible for the
Black Panther Party to voluntarily cooperate,"
CUNNINGHAM also informed Special Agent in
Charge JOHNSON that the Cook County States Attorney's
Police, “using some kind of warrant" were at the above
Monroe Street premises at approximately 10:30 a.m., on
December 17, 1969, and that they were denying everyone
access to these premises, unless they could present
a lease agreement, CUNNINGHAM further stated that he
recognized that this latter was not involved with any
Federal Bureau of Investigation investigation.
