A confidential informant; who bas furnished reliable information in the past, advised our Chicago Office on December 17, 1969, that the Black Panther Party in Chicago was advising news media that the FBI, Central Intelligence Agency, local police and State's Attorney's Police were at 2887 West Monroe, the scene of the December 4, 1969, shootout, and refusing admittance to Black Panther Party members. Subsequently, on the same date, James Montgomery, an attorney for members of the Black Panther Party, contacted our Chicago Office to advise the police f officers at the aforementioned address advised Bobby Rush, Deputy | Defense Minister, Witnois Black Panther Party, that they had a search a warrant for searching the outer halls of the building. According to Montgomery the officers were asked to leave, which they did; however, returned shortly and then refused Black Panther Party members access to the apartment. : At 3:27 p.m., December 17, 1969, Dennis Cunningham, attorney ry for the Black Panther Party, telephonically contacted the Special Agent in Charge of our Chicago Office to advise that attorneys for the Black Panther Party and victims had decided they did not feel the Justice Department could help them and were therefore taking the position that they would not voluntarily cooperate with any FB; gutigation.
