STATE IF CALIFORNIA —
You will recall that tn the Escondido, California, Datly
Times Advocate of July 28, 1954, Attorney Genergl Edmund G. Brown
of California was quoted as.stating that the California crime
statistics are far more accurate than those of’ the FBI. Apparently,
he based his observations on the fact that the Bureau of Crininal
Statistics tn Caltfornta, unger the jurisdiction of the Attorney
General's Office, has full<time representatives whose primary duty
ts to call upon local agenctes that promoté accuracy in the reports
prepared. The Attorney Genergl was quoted as additionally stating
"Tl doubt that the FBI, with its many othér responsibilities, can
gtve equal attention to promot}ng unt fofmitye” The 3ureau, of cours:
realizes that 83rown's unwarranted attagk must be primarily based on
the fact tha ¢ he was being severely criticized by California news-
papers relative to the crime reporting program tn the State of
Caltfornia. The Jureau, howeve fyels that Brown's statements shou.
not go unchallenged. You should 1 upon Attorney General 3rown,
explain to him that his statemen have come to the 3ureau's
attention and that he ts being giken an opportunity to present a bil.
of particulars.
You should point out to/the ttorney General that tn view of
the statement attributed to hy¥m appkaring in the press, the FBI is
gtuving serious throught to digcontinuing the publishing of crime
statistics for the State of falifornta tn the Uniform Crime Reports
bulletin and that while we fre not ddsirous of atring controversies
it will be, of course, nec ke it clear to anyone interest
that the action is taken statement made by the Attorn

.z,
velop any argument with Attorney General 3ro
relattve to the accura It should be pointed out
on the other hand, thgt the FBI has hand¥ed the crime reporting
