oo his father-in-law, Arthur D. Layne, was a captain in the San Francisco Police

Brown feels revocation of death penalty alone is not enough and sugge
threefold plan: () Segregate irresponsible or permanently vicious criminals with
irrevocable life sentences, (2) set up modern correctional facilities for those who
can be reformed and redeemed, and (3) launch a vigorous program of law
enforcement aia crime prevention, putting faith in alertness and hard work rather
than relying on terror. Apparently, this is Brown's "humanitarian" approach to
| problem. Itis noted, however, that on one occasion Brown removed "ro-possibilit
of-parole"' stipulation from life-termer,Jack D. Green's sentence as first step
toward granting him an eventual parole. Green killed a Los Angeles police.
