Brown claimed Los An-
geles “consistently lags be-
hind the rest of the state in
the number of arrests which
were actually brought to
court” in 1959 and 1960.
The statistics showed the
Los Angeles percentage of
filings on actual arrests was
-only 29% as compared to
35% figures for Alameda,
San Diego and San Francis-
co counties. \
The case filing percentage
fell to 25% in 1960 in Los
Angeles while San Francisco
slipped to 30% and Alameda
dropped to 295¢ with no com-|
parable figures available for
San Diego, according to
Brown.
Turning to the specific
tsubject of narcotics law en-.
forcement, the governor was.
‘even more critical of the Los!
|Angeles operations.
| Convictions Low
i “The State Department of
‘Corrections,’ Brown assert-
ed, “reports that in 1960 only
one of every six persons ar-
irested on felony narcotics
‘charges -in Los Angeles
\County was convicted. | |
'- “In the rest of the state. a|
‘conviction was obtained fori
‘every 3.1 arrests. {
| “In 1958 and’ 1959,” the
\governor continued, “the Los
Angeles ratio was one for}
each 5.4 arrests. 1
“Outside Los Angeles the
ratio was one for each 2.6 ar-:
rests in 1959 and one for:
three in 1958.” !
The governor concluded |
his statistical survey by.
painting out the 1960 felony!
ctime rate per 100,000|popu-|
jatjion was 3,093 reporjed in
'Lds Angeles but less} than’
jone-third that number, or
