was appropriate. During my short TDY at GTMO in July 2002,.1 took part in some discussions about a
_.* practice which had been utilized in which thé detainee would be placed in the interview roam approximately
8-8 jor to the scheduled interview. ‘The air conditioning in the room woutd be tumed down to as -
§5 degrees. It was Common.practice to have.the detainees restricted fram movernent with
legcuffs, and 4 chain bolted to the floor, which would prevent them from moving around the
roam, whic in this case would: prevent t them fram adjusting the. air co/iditioning temperature. °
My interview team did not t participate in this practice, but | vaguely recall seeing detainees j in raoms by:
themselves in conditions which. | believed inctuded uncomfortably cald enviranments.. Thare
were occasians.when aur interview team would show up for’an interview and the temperature in the room
was uncomfortably.cold. However, the detainee was rarely in the-room. fer any length oftime before the .
