" a SO Such a demand could-be the next coming from the SLA. Logically, the subjects could most safely abandon the victim and head for any sanctuary they desire. They may feel, however, that the borders are sealed against their escape and they must use the hostage to extradite themselves from their current situation. The FBI does not control airplanes or relations with Libya and it is not within our power alone to comply with such a request. Probably the demand would not even be directed to the FBI but rather the Hearst --. family and based on past experience, Mr. Hearst would undoubtedly endeavor to do all within his power to comply with the demand. The FBI wili inevitability be drawn into the situation since it is through our influence and recommendations that such a plan could be complied with or not. If the demand is fulfilled, the victim may be returned safely but at the cost of setting a precedent which will face us time after time in the future. If. . we refuse cooperation, the victim may be killed and the FBI blamed for heartless disregard of the vicim's life. . If we go along with the plan, intending to frustrate the escape at an opportune point, we run the risk of another Munich disaster should any mistakes be made along the way. These are three alternatives. None of them is completely desirable; each has risks which must be weighed. _ Indeed faced with such a demand, can we be sure that the subjects really seek escape rather than a Munich confrontation resulting in their martyrdom, ; _ The subjects want publicity. They claim to be acting to further a "cause." —_ In. view of the subjects’ ‘fanaticism,would they really seek escape, or on a Similar basis would they really ask for amnesty since: they might feel either course would be surrendering their principles. ; ype -
