If a state official's presence is requested, similar decisions will have to be made at that level. Ifthe Director or other Bureau official's presence are demanded, | « we will have to make a decision in this regard weighing all the factors involved at the time. Even if the particular individual agrees to a meeting with the subjects, we should continue to completely control the situation — and handle it extremely cautiously, for if something occurs it will, undoubtedly, be the Bureau which is criticized even though the person agreed to meet with the subjects. ee Our responsibility for the safety of persons involved in such a Situation does not only hie with the initial victim but with the individual whose presence waS demanded. Regardless of other factors involved, this. _ individual and he alone must make the ultimate decision whether or not to follow through with the subjects’ demands for a face-to-face meeting. We should be in a position. to offer expert advice in this regard and =~ completely brief him: concerning the background of the particular case and the hazards involved so that he can make an intelligent decision, © The individual's background should be completely evaluated (as time permits) in an effort to determine any possible complicity in this matter. Facts developed might lead to information which could more readily verify a possible intent by the subjects to harm either this individual or the initial victim. ; E . Should the decision be made for an individual to meet with the subjects, we are, undoubtedly, going to be on the scene in a way dictated’. to a certain extent by the nature of the demands. The safety of our ? personnel should be uppermost in our consideration of any "action". to be § _ taken during such coverage. Such could only be done after weighing all of the circumstances known at the time. There are so many. variables involved in determining whether we should recommend such confrontations, if demanded.
