The Bureau's options in situations numbered 1 through 3
mentioned below are not considered to be all-inclusive:
i. Subjects with victim obtain a smallaircraft-or-helicopter __
and with victim aboard appear to be approaching a. critical area.such as
the White House, Capitol, Pentagon, Governor's Mansion, etc. oom
The proposed responses assume we have been presented with
a fait-accompli and cannot prevent the subjects' obtaining an aircraft, —
(With the unlikelihood of advance notice of a suicide flight prior to its
actual beginning, an attempt would have to be made to locate the aircraft
and site of departure in order to prevent the effort. ) Though it would be.
difficult for the subjects in this matter to attempt to crash into a Govern-
ment building in. Washington, D. C., presuming the victim is still in
California and considering the distance involved, the responses offered
below would pertain to these buildings as well as those of comparable
significance in the incident's setting. Initially, it would be necessary to
ascertain and alert whoever had protective responsibility for the apparent
target and also alert necessary medical, fire and police authorities to be
available.
RESPONSE
Presuming the presence of a radio in the subjects’ aircrait,
utilize radio (through air control, chase planes, etc, ) to maintain contact
with thé subjects to make an ongoing assessment of their intentions and
to warn them of terminating action planned by the authorities if a suicide _
crash into such a building is attempted. Dependent on circumstances as”
presented, decision will have to be made as to alerting of the United States
Air Force for participation. te

suicide attempt and would be a "good faith" gesture to display an unwilling
ness to employ force as long as other options remained open.
