Under no circumstances should the FBI advise or agree with wy . rN RECOMMENDED POSITION OF THE FBI RE REWARD | ~~ IN THE HEARST KIDNAPING MATTER > representatives of the Hearst Corporation and/or family that a “ransom” should be offered with or without publicity at this time. 2. The FBI should recommend strongly against such a position of offering a ransom bearing in mind a $2,000,000 ransom has already been paid and there is another $4,000,000 available until midnight -May 3, 1974, under the conditions of which we are all aware. 3. The FBI should suggest and advise if so solicited by the Hearst Corporation and/or family that a "reward" might be in order at this time. 4. Such a "reward" would receive no publicity and would be offered to selected informants, sources and any other persons the San Francisco Office feels would be in a position to give such positive information relative to the location of, not only Patty Hearst, but all of the subjects involved in the kidnaping and bank robbery or any part thereof. The total number involved here would be no more than four or five persons. 5. After midnight, May 3, 1974, the expiration time for the $4,000,000 ransom, such an offer of a "reward" should be made public through the news media. 6. It should be stated in connection with such publicity that the informa- tion furnished will be confidential and should-be furnished to the FBI. 7. The Hearst Corporation and/or family in considering such a "reward" would have to make a determination as to (1) the amount of money involved and (2) the conditions for the payment, that is whether the payment will be for (a) the locations of the subjects; (b) the apprehension of the subjects; or (c) the conviction of the subjects -- or a combination of all three. Rewards offered in the past have had variations of these three points. 8. There should be a clear understanding with the Hearst Corporation . and/or family that the distribution of the funds for the "reward" will + be made by them or persons designated ”) them based on information 1 , /ééxrinven - OVER.
