Re my memo dated 5/1/74 (copy attached). The
purpose of this memorandum is to bring you up-to-
date on developments as they have transpired per our contacts
with John Clements of the Hearst Corporation, in connection
with plans for a proposed reward in connection with captioned __ ye
case since date of referenced memorandum. Vy
My office has been in daily contact with Clements
and as of 6 p.m. yesterday evening, he advised that the
Hearst Corporation still had not finalized plans to offer a nr
reward. He noted that he was under the impression that the
Board of Directors was supposed to meet on 5/6/74, however,
the meeting did not take place and is now scheduled for this
morning, 5/7/74.
It should be noted that last Friday evening, 5/3/74,
at approximately 11:30 p.m., Clements called Quinn at home to
advise him that John Miller, Executive Vice President, had
indicated that Randy Hearst and Charles L. Gould, Publisher,
San Francisco Examiner, were strongly resisting the concept
of a confidential reward and that for this reason the corpora-
tion had not been able to decide whether to initially offer a Sad
confidential reward or not. Clements said that Miller was
interested in knowing how strong the Bureau's feelings were
concerning a confidential reward. It was indicated to Clements
that the Bureau's views had already been expressed to Mr. Miller.
by Mr. Kelley in their telephone conversation on the afternoon
of 4/30/74 and in response to the questions posed by Mr. Miller
which were made available to Mr. Clements on the evening of
5/1/74 (copy attached).
It was pointed out to Mr. Clements that the
Director's thoughts on the subject had been sought and afforded
and that with respect to a reward, confidential or otherwise, under
no circumstances would the FBI seek to impose its will on the ©
Hearst Corporation and that any decision in this regard must .be
made by the Hearst Corporation, not the FBI.- ... ~~ —..
