ch. Bates had no information as to what conditions would be placed ‘on
e other two offers. Bates did state that Randy Hearst gave consideration
to including as one of the conditions in his reward the fact that the individual
must furnish information leading to the arrest and apprehension of the °
subjects but discounted that condition.

At the present time Bates said San Francisco does not have any
informants or sources that they feel have any direct knowledge as to the -
location of the subjects.
It was pointed out that at anytime an informant could be developed or an
individual may volunteer to furnish the necessary information if a substantial
sum of money was available for such information and that San Francisco::-
should be in a position to at least have a starting point in this regard. Bates
agreed with my analysis in this regard and after discussing this it was
decided that a figure of $50,000 should be the starting point if an informant
is developed that might possess such information or if an individual should
voluntarily contact the office and agree to furnish the necessary information
_ if a substantial sum of money was available. It was further agreed that
if the figure of $50,000 caused someone to "nibble at the bait" but additional
funds might be necessary, Bates would make appropriate recommendations
- to the Bureau.
RECOMMENDATION: _ In view of the above, it is recommended that Bates
be authorized to offer on an extremely selective basis the sum of $50,000
to an individual who could and would furnish the necessary information
leading to the location “arrest(ind) tet of the subjects involved in
the kidnaping and bank robbery. | a ,
