At the Executives’ Conference today the contents of my memorandum
to Miller dated 5/8/74 wherein it was recommended that $50,000 be ©
authorized to an informant who could and would furnish the necessary
information leading to the locationgarrest@ntemmeeution of the subjects
in this case came under discussion
Mr. Callahan had indicated Mr. Kelley had expressed concern as
to whether a $50, 000 offer to an informant for information regarding the
location and apprehension of the subjects might be viewed as being in conflict ~
with the $50,000 public reward being offered by Randolph Hearst for the _
safe return of his daughter, Patty. Would the FBI be in an untenable 4
position if an informant came to us with information relative to the subjects’
location and, as a result of our action, Patty Hearst was killed?
Mr. Mintz said there was no inconsistency involved. He pointed
out quite clearly that the FBI has a responsibility to do whatever is necessary
in the fulfillment of its responsibilities and in this particular case, the
fulfillment of our responsibilities is to locate and apprehentttke subjects.
If in so doing, someone is killed or injured, while unfortunate, it is pa
