Hears resident of Francisco Examiner {SFE} Newspaper. i ttached advises City Editor, SFE, received telephone call from | Reverend Cecil Williams, Glide Memorial Church, at approximately 9:30 p.m., 2/20/74, who advised he had received another tape from Symbionese Liberation Army (SLA). SFE reporter and photographer. dispatched to Glide Memorial Church, picked up tape and brought -“.’. it’ immediately to San Francisco Office (SFO). ae Tape is Ampex cassette contained in plastic case and recording lasts approximately 20 minutes. Individual on tape identified — himself as Field Marshal “Cin" who advised Hearst empire has attempted to mislead people by throwing "crumbs" to them. "Cin" stated Hearst plan unacceptable and listed ten demands including additional four million dollars for food which with two million dollars previously offered by Hearst totals six million dollars. Other demands include distribution of top quality food in Cities of San Francisco, Oakland, and East Palo Alto, California, each family obtaining food under program receiving $70 worth of. food over one-month period, no names or identification of people coming to receive food be taken and no police be present at distribution points. New demand includes members of various groups be formed into coalition to distribute food and that WAPAC (Western Addition Project Area Committee--committee improvement group with known Black Liberation Army and extremist blacks associated with it in past) to chair this coalition. "Cin" also demanded transcription of tape be publicized fully in media, that six million dollars be committed within 24 hours and actual food distribution begin within one week. "Cin's" last demand indicated that once other nine demands are complied with and food distribu- tion program underway, negotiations will begin for release of victim. “Tape ends with female voice stating “Today is the 19th and yesterday the Shale of Iran had two people executed at dawn." After reviewing tape, members of Hearst Family advised female speaking on tape is definitely Patricia Hearst. Three letters, detérmined to be identical Xerox copies, : recovered at three different telephone booths captioned “Open - : Letter to the People" are from group claiming to be ex-members of - ° Symbionese Federation. Group claims to have resigned from : Federation after assassination of Doctor Marcus Foster, former ; Superintendent of Oakland Schools. Contents of letter state : ex-members of Symbionese Federation although agreeing with the ends the Symbionese Federation and SLA are attempting to achieve, do not believe that assassinations and kidnapings are methods to achieve those ends. ‘Evidence being prepared for transmittal to FBI Laboratory for processing.
