As a result of the discussion of capttoned case > at the Executives'
Conference today, several suggestions were made that appeared to have
merit and should be considered by the San Francisco Office. .

I, therefore, contacted SAC Bates at 1:45 p.m, today and advised
him of the suggestions and observations. I emphasized to Bates, however,
that these.matters were strictly in the nature of suggestions.

(1) Consideration shoutd be given to engendering into the mind of
Randolph Hearst, the father of the victim, perhaps that he should be more
aggressive and demanding as time goes on with the ultimate objectien.of
protecting the life of the victim. It appears that if he “lays down and plays \
dead" everytime a demand is made, eventually the subjects will carry N.

- (2) In our contact with Randolph Hearat we have to condition him
to the possibility that the FBI will eventually have to rescue the victim by
a show of force. When such a time comes, we do not want to be in a
_ position of having to argue with him since we certainly want his concurrence
in the action we would take. Mr, Bates said this matter had already been
discussed and-he feels confident as a result of his discussion if the facts
indicate at the time that such a course of action would be the only way to
save his hter, that Hearst will agree to such a course of action. He
