From the foregoing, it is obvious why so much violence cae,
is not only being carried out but apparently planned in the various .
mae penitentiaries and jails in different parts of the country. The
Intelligence Division is submitting a recomnendation for the Director's
consideration that the FBI sponsor a conference at Quantico to which ~
we can invite representatives of the correctional systems in various
states for the purpose of in-depth briefing of the extremist and

discussed with ASAC Druken the importance of reviewing this material
as quickly as possible. Druken‘ts attention was called to a teletype
which had been sent to the San Francisco Office on 2/20/74 where _

additional manpower was pneeded to pursue the intelligence aspects -
of this case, it being recognized that the criminal aspects must |
‘be given top priority attention for the purpose of securing the
release of Patty Hearst unharmed if possible. It was suggested to-
}Druken that the review of the material be made for the purpose, ;
first of assisting in solving the kidnapping case, second for the ©
purpose of preventing, if possible, further extremist acts on the
part of the SLA, and third for the pirpose of informant development
to penetrate the SLA and related groups.
AS the result of the writer's visit to San Francisco, he.
feels that office now has most of the action relating to guerrille-
type warfare in the country and if the action can be contained in
