Director Secty aph/ SUBJECT: HEARNAP _ |’ SYNOPSIS: The Director has requested us to explore the possibility of using game theory or other rationalistic-model techniques to assist in selecting courses of action for locating kidnap victim Patricia Hearst. With the assistance of General Investigative Division personnel super- vising this investigation, the Laboratory has reviewed information gathered to date. In our opinion we lack, at this time,’ the quantitative input data necessary for construction of a problem “model. We will continue to follow this investigation to ascertain whether or not such techniques might be productively employed in the future. \ DETAILS: The use of rationalistic-model techniques was first employed in World War I.to assist in such tasks as planning reconnaissance flights for detecting enemy submarines, After the war government and industry used these techniques as management tools.
